in basic english without all of the fancy language its asking you basically if you think its a good idea for us to invest money in researching information to create more technology, even when the success and usefulness isnt known. Rather we spend money researching things that we havent the slightest idea if they would work. For example, the government spent money on testing if the steriotypical UFO design would be stable to fly---the structure didnt fly. So basically they spent thousands of dollars on a project only for an unflyable peace of metal. The good news is that we know that its not a stable design, the bad news is we wasted money. This isnt always the case though, look at our phones, computers, and ipods--they wouldnt be here without "technological research projects". make sense?
