This question is asking for the perimeter of a 12ft x 21ft rectangle. Like this:

There are a couple of ways to find the perimeter.

a) We can just add up all the sides like so:
$$P = 12+21+12+21$$

b) If we call the sides of the rectangle 'l' and 'w' for length and width we can use the perimeter formula:
$$P=2l+2w$$
which in this case gives us:
$$P=2(21)+2(12)$$

Using either of the above methods you will find that P = 66 feet.
