first multiply both sides by x \[\frac{ 6 }{ 10 }*\color{red}{x}= \frac{ 9 }{ x }*\color {red}{x}\]
then multiply both sides by 10/6 \[\color {red}{\frac{ 10 }{ 6 }}*\frac{ 6 }{ 10 }x = \color {red}{\frac{ 10 }{ 6 }}*9\]
then you would have \[x = \frac{ 90 }{ 6 } \]\[x = 15\]
