Its velocity changes and light bends if hits interface at an angle. Two important equations E = h f, energy = Planck's constant x frequency radio waves have much lower frequencies than do gamma rays.
Bending of Light can be considered as a consequence of it's (light's) attempt to cover the (complete) distance in the shortest amount of time possible.

The bending of light can be explained via wave optics without using this ^^ constraint. Still considering it from the point of view of ray optics; it is a very good question. For now, I'll just say that for every other value of time (except the shortest time) there will be two possible paths. I'll need some time to find a satisfying answer.
