Hello and Welcome to Openstudy! :) parent function would be y = |x| with transformation factors of y = m|x - h| + k where (h, k) is the vertex and m is how much it is stretched or shrunk

so the "1/3" part means that it was shrunk 1/3 the "-3" part means that it was shifted to the Right 3 and the "+1" means that it was shifted up 1
