Well I might as well explain why it is A :-P. What did the refusal of the United States to join the League of Nations indicate? Remember that the United States feared that other countries would soon over power them, when they thought about joining the League of Nation people said that would make the United States the weakest country. As well as most people did not want to get involved into foreign affairs, due to this mindset isolationism set into Congress.
