I would start by figuring out m (slope) by using delta y / delta x

Then use one point with the point slope formula y-y1=m(x-x1)

well.. its y- (-3) right?

so a negative + a negative is a postive. and the formula is y-y1=m(x-x1), so the terms i the parens would have to have a minus operator.
