I am going to take an educated guess, and say that it is B because the question says southerners and that is where the farming people where furthermore since they are mostly farmers I don't think they would want manufacturing opportunists but I could be wrong but doubt it. Furthermore, much of the west was unknown and open so that kinda rules out the last one. So I am going to say B. I hope that helps and most importantly is the right answer.
