I think its B because it reflects on what he said as well as the major points.

tough one... not 100% sure. Leaning towards A. But B is right up there. I am not sure. Look where he said it.... http://www.americanrhetoric.com/speeches/jfkinaugural.htm and after he said it, he names some of the promises....not sure if it is A or B.
