What initially kept the American's from creating a strong central government? Fear of a strong executive department Fear of retaliation by England Fear of having too many laws in place Fear of more rebellion in the states

Basically, the whole idea of America, originally, was to escape the monarchy in England and it's overarching tyranny. A strong central government was something people were scared of because they believed that it was just a step back towards and monarchial system of government. so I think B.
