When a government is able to make many decisions for the people of it's country, it is considered to be a: totalitarian government authoritarian government anarchy democracy

If you're talking absolute control with the state holding the reins to every part of society in order to make every decision, that sounds like a totalitarian government to me. An authoritarian government is similar in some respects, but it can co-exist with a number of ideas and concepts (such as limited forms of democracy) that a totalitarian government would find troublesome. The other answers just don't make much sense. Anarchy is an absence of any government and democracy ideally allows the people to decide what is best for them through processes like voting and open forum debates.
