"The Bill of Rights was created to add ten additional rights the authors realized they had forgotten to include in the main text of the US Constitution, and to assuage the fears of Anti-Federalists who had opposed Constitutional ratification, and were intended to guarantee a number of personal freedoms, limit the government's power in judicial and other proceedings, and reserve some powers to the states and the public....they were added on September 25, 1789, roughly two years after the Constitution had been adopted on September 17, 1787..."
