Ok so a number of former soviet socialist republics that had originally been part of the Soviet Union became Independent States. Because of the absence of an immediate obvious ideological enemy, the USA lost its way in terms of a coherent foreign policy in global terms. The power vacuum which was ensued gave the Fundamentalist Islam an opportunity to grow and possibly become a global threat.
