it belongs to itself no there no humans there in wise as goverment, but lets say a crime takes place there with 2 people there for research on guys anger and shoots the other one, depending on where the 2 men are from it depend who handles it, but nobody truly owns it

There have been lots of countries say we reserve this land as territory.. but really the people own and run their own country so I'd say the people "own" Antarctica if anyone.
