Nine divided by zero point zero two equals zero point zero two times x, this quantity divided by zero point zero two. Both zero point zero twos on the right side of the equation cancel out. Nine divided by zero point zero two. Four hundred fifty equals x. 

Answer: twenty percent of four hundred fifty is 9.

I think the error is with the 20 percent being .02 should have been .2 for 20 percent...this would make it 45 not 450 so 20 percent of 45 = 9.
