I tried sketching it, but I mostly don't understand how if it takes the wheel 11 minutes to make a revolution then why would it only take a minute or so to reach 50 meters?

If you start the ride at the midline won't the answer depend on which side of the midline you are on.  In one case, it will take a quarter turn to reach the top and in another case it will take three-quarter turn to reach the top.

I think the answer in seconds would be: 11 * 60 * 1/4  or  11 * 60 * 3/4
