They're kinda similar words but not at all the same thing. rate is how much something **changes** with respect to another quantity - eg speed - change in distance over an amount of time ratio is a measure of the amount of one quantity vs another quantity - eg ratio of of... something to something else... eg. coolant in a car, might be a mix of 3:1 coolant to water.
