Remember to use: (x-h)^2 + (y-k)^2 = r^2 Where (h, k) is the center, and r is the radius.
Plug in these values correctly, then simplify the equation into the form they showed you.
It looks like (h, k) = (3, -1) and r = 4. So simplify (x - 3)^2 + (y + 1)^2 = 4^2
