It appears to me the linear dimensions are both 3 significant figures. The area is the product of those two dimensions A = 4.25 times 9.00 =38.25 Rounded to 3 significant figures would be 38.3. Now here's the sad part, I am not to familiar with this procedure, so please ask another for a second opinion.
Multiply 9.00 by 4.25. Then you will get the area.
