Once sent, a message is sent.  You would need to contact admin for them to look at it.

Well, they can see anything.  Moderators don't have as much power when it comes to messages.  Wee can only read what is reported.  But the admins can see anything.  That lets them track down problems, who is lying about what, and so on in the case of an incident.

Yah, well, they try to make the purpose of OS clear in the CoC and TaC, but people fail to read what they are agreeing to...  Hopefully this will not turn out as bad as you seem to fear.
