What is the difference between an Absolute Monarchy and a Constitutional Monarchy?

On an Absolute Monarchy, the governor is not given any laws, so he can basically approve of anything he can. On a Constitutional Monarchy, the governor is limited to a set to guides, basically telling him what he can and what he cannot approve of.
