dependent clause:       Ex:  "since I was going there, "     makes no sense on it's own.

fragment       Ex: "The circus clowns under the big top."    also has to be going with something else, can't be like a separate statement.

comma splice      would also make sense on it's own, it's like 2 sentences, but I would still go with A.
