Why is volume not a fundamental dimension in the SI?

Its made up of other units. That unit is Length.

So volume isn't a fundamental dimension because Length already covers all that volume is made up of?

Volume is length in 3 three dimensions.

So its not a fundamental unit because it can be "broken down" to its constituents which is length.
