Muscle is a tissue. Each muscle is actually made up of bundles of long cells that contract and relax.

What MGR said - muscle is a tissue made of long individual cells that run beside each other like fibers in a rope. Take apart one single muscle cell and it, in turn, contains long, rope like strands of proteins (two different kinds, actin and myosin) that run the length of the cell. A muscle actually contracts by those actin and myosin strings sliding past one another...
