Well the third atom is the smallest because it is being multiplied by 10^-8, while the others are multiplied by 10^-7. Because both of the others are multiplied by 10^-7, we need to look at the numbers. Atom A is .000000135 and atom B is .000000180. The smaller of those two numbers is .000000135, which is atom A.
