Let the speeds be a, and b.

The distances should then be 3a and 3b.  So
27 = 3a+3b

We also know that a = 2b since one is twice as fast.

Got it @wio Is this right:

27=3x +3y

27=3(2y)+3y

27=6y+3y

27=9y

y=3 

x=2(3)

x=6
