In "By the Waters of Babylon," what can the reader infer has happened in the past to the people of New York?

OpenStudy (anonymous):

The main character's observation suggests that the city was destroyed by a powerful fire, which can now be interpreted as a nuclear bomb. But its important to know however that when the author wrote the story in 1937, the nuclear bomb had not yet been invented.
