Napoleon was an amazing general, and he ran his government like one. He tried to expand France into an empire spanning the Mediterranean. He was confident enough to march into the coming winter of Russia, though turned around once he realized he was utterly outmaneuvered.
He worked hard to consolidate his power, pretty much taking Spain until guerrillas pushed him out through unconventional tactics which he wasn't prepared to adapt to or defend against.
He reinvented the French army in The Grande Armee, and was able to utilize it through his tactically-tuned genius.

Don't give me a medal unless you think this works, though.
