Rososevelt's response to German aggression was long awaited. The response to Japan due to what happened at Pearl Harbor was more rapid due to Roosevelt knew what Japan could do to a country.
He didn't exactly act on their aggression towards China though..

The answer in my opinion is B. He armed Britain because britian's success was important. It allowed for the us to invade german occupied europe and for us to supply the Soviet Union with arms as well. As far as Jaan, he didn't agree with Japanese aggression but he only put sanctions on japan when japan invaded vietnam
