I do not understand why Michelson and Morley expected a velocity difference and not a frequency difference per the Doppler effect?

They were testing the hypothesis that light needed a medium, ether, to be transported. They expected to see an upstream vs. downstream velocity effect. We see frequency shifts even when there is a vacuum, so this would not test for the presence of a conducting medium.
