I'd go with A in my opinion. I don't think NASA was made as a counter to Soviet satellite's, i think it was made simply for space exploration
I'd actually go with (C). The SALT treaties were not meant to increase either the Soviets' or the United States' holdings of nukes -- the treaty was meant to limit them, hence the acronym's meaning: Strategic Arms Limitation Treaty. NASA's mission is to explore space, but at the time of the Cold War after Sputnik, it was organized to accelerate US efforts to directly compete with the Soviets who were seen as having a lead in the upcoming Space Race (but more importantly, to develop theories and tech that could be used in missile technology...if the Soviets could launch a satellite, it meant their rockets could reach the United States). (B) and (D) are also true in regards to the Cold War.
