I'd probably pick the last answer, to guard against the possibility of strikes that would slow wartime production. Worker's rights were still pretty abysmal during the early 20th century. Though it was considered a patriotic duty to do their best to keep the war factories moving, the workers were also smart enough to know that they could also leverage this into negotiating for better treatment -- rights that they hoped would pave the way for better rights in the future.
