why capacitor acts open circuit and inductor act as short circuit ???????

u can clear your concept by seeing the symbols the C is made by using plates so it will act as open a charge is stored in it in the form f electrical charges......but in inductor it is not opened so we short circiut it

capacitor acts like an open circuit at large t(time) and at t = 0 acts as a short cct. while inductor is the reverse. remeber, both elements are dual of each other.
