The reason it says 'greatest number' is because maybe not all the possible numbers exist on the road. 308,310,312 etc. but perhaps no 398 has been knocked down (it is Bolton after all). So just count all the possible even numbers (I assume you have to INCLUDE 308 and 400 even though it says 'betweeen')
