Think about it. McCarthy originally set up a trap (like a spider) for helpless people, imprisoning, fining, and generally harassing individuals that weren't really communists. I believe in the whole ordeal, only two KGB spies were caught. As McCarthy moved towards military targets, he failed miserably and quickly found himself "tangled" in his own attempt to make webs.
