Why is the insulating material required in a capacitor? What is its function?

OpenStudy (anonymous):

to prevent the plates, that store charge, from touching each other. If they touch, the electrons and protons neutralize and the capacitor wouldn't be able to suply charge.

Not just that.. the insulator in fact increases the capacitance
