mn^-4 / p^0 q^-2 would be much clearer if typed into the Equation Editor:\[mn^-4 / p^0 q^-2=>m*n^{-4} \frac{ 1 }{ p ^{0} } q ^{-2}\]. It's really worth learning how to use that Editor. In this case, "simplification" means eliminating negative exponents (such as that -4), and simplifying p to the power zero.
