Find the difference between the y coordinates, then go 1/4 up from the y coordinate of C.

Okay, i did that but I'm on a time limit for each of these questions.

The difference in y is -4, and 1/4 of -4 is -1 and you have to "add" that to the y component of C, which takes you to 1, but I don't like the feeling that I am giving you the answer to a test.
