I think its B... but im not sure.

I think frasierrr is on the right track, so I'd go with (B) as well. Fighting on two fronts will always stretch a country's forces thin as opposed to just fighting on one front where they could otherwise concentrate their fighting strength. Or, to put it another way, it's always better to fight just one guy in the ring as opposed to having to face two at the same time.
