The Pilgrims did not naturally form a political society with laws and traditions which were based on previous experience. What they attempted to do was to produce civil society by explicit agreement. That is, a process in which later immigrants to this country would likewise participate. The Compact explicitly specifies that the "Laws, Ordinances, Acts, Constitutions and Offices" are for the general good of the Colony"; that is, the government must serve the people. Although in the case of the Pilgrims, they were also trying to bind and control those few people who were not of the Church and whom they feared would cause trouble.
