The answer is definitely the encyclopedia article written about William Penn. This is because a secondary source is written by someone who didn't witness the event that occurred. A primary source is written by someone who was there. If you notice, all of the choices are written by someone(or drawn)m by someone who was present at the time. The declaration of independence is a primary source, an article about the declaration of independence would be a secondary source. I am a hundred percent positive that the answer is A.
