If there are fewer electric field lines leaving a Gaussian surface than there are entering the surface, what can you conclude about the net charge enclosed by that surface?

we can comment on the direction of the current rather than charge

@JamesWolf is right.....if more field lines enter the closed surface (eg.Sphere) ,,and less that leave,,,it means that there is net flux thru that closed surface......and by gauss law,,,, if ther's net flux,,,,,there has to be net charge....inside the surface
