Is asexual reproduction better when the environment changes or when the environment doesn’t change

OpenStudy (anonymous):

When the environment is changing, then sexual reproduction is much more capable of genetic variation, and thus adaptation, than asexual... So asexual reproduction would be better when the environment is relatively unchanging, and new adaptations are unnecessary.
