The lower classes built the bridges, and sometimes war captives were put to do the job as slaves. The answer is D. Also, the Sapa Inca is the Great Inca (rough translation) or their leader. You wouldn't see a leader building stuff would you? The runners were used to deliver messages, and nobility would not build bridges either, they were a higher class.
