The answer should be A because: If you were to remove Terry from the sentence, the proper format would be "Ms. Goldberg offered him tickets to the art show." If Terry is involved, the same pronoun "him" is still included. "Him" is also an indirect object, e.g. She fed him. A direct object would look something like She fed the dogs, in which the dogs are not a pronoun. Indirect objects involve a pronoun.
