Even though this question has the word "percentage" in it, it really would be better to ask this question in a political science board. From a google search I gathered that "[a bill is] passed by simple majority in each chamber, however some [bills] require 2/3 majority ". So I would go with the second answer choice, "simple majority in both chambers", however, it is possible that the first answer choice is correct.
