Why? A lot of people who live in Canada only speak French. That seems unfair, don't you think?

Just think about what makes all of the answers different. Does it seem fair to exclude people who speak french from voting? Does it seem fair to not allow people who can't read and write from being represented in elections? Should people be forced to vote if they don't want to?
