To see whether a relation is a function, the best way to do it is to remember that a particular value of x should direct to only one unique value of y. Going by this, you can hopefully eyeball that the relation is a function. And as for range, it is the set of all y coordinates of the function.Hope this helped you.
In the given relation, a value of x does not point towards more than one value of y.So, it is a function.
