Let's talk about outliers.

College IQR 7.5
High School IQR 5

Usual allowance for outliers

College IQR 7.5*1.5 = 11.25
High School IQR 5*1.5 = 7.5

Allowable Maximum for Q4

College:15 + 11.25 = 26.25
High School: 14.5 + 7.5 = 22

Allowable Maximum for Q0

College:7.5 - 11.25 = Negative?
High School: 9.5 - 7.5 = 2

Looks to me like the High School data are MUCH better described with the IQR.
