Some free ones are:
Wax 2.0, Lightworks, Avidemux, VirtualDub, and there ar others.  I primarily use Wax and Avidemux.  VirtualDub works better on building an animation out of frames, so I use it for that.  I would love to learn Lightworks, but do not have time at the moment.  Too busy learning Anime Studio.

Yes! I think there is one app for iDevices. But it does not edit videos. It just makes a simple intro.
